Constructing Excellence in Qatar is a partnership of Ashghal with Constructing Excellence in the UK. The purpose is to support the national strategy and drivers for the Qatar National Vision 2030 including sector innovation and the drive for excellence by establishing a best practice programme for the Qatar construction sector.
The programme has three ‘pillars’ as follows.
Benchmarking and Demonstration projects
The team will work with contractors and other project team members to identify examples where good practices have already been successful, and to share these case studies for others to learn. We will also target new demonstration projects in themes such as scientific management approaches (lean), BIM, health & safety and wellbeing, and waste management. We will measure the impact of these interventions, measure and benchmark performance with other projects, and run action planning and knowledge learning sessions.
Training & qualifications and Learning events
Training programmes for the industry will be developed including with Qatar University on key themes to be identified, with the option of formal qualifications and professional body membership.
Showcasing and Awards
We will promote the results with Ashghal contractors and suppliers and with the wider Qatar state. We will also develop an awards programme for Qatar construction and seek recognition in international awards.
Our vision is for a long-term sustainable legacy for Qatar by enabling knowledge transfer for best practice and innovation across the sector. The organisation will be a leading member of the Constructing Excellence International Alliance, a network of similar organisations around the world engaged in developing and sharing what works well in the construction sector.
Head of Constructing Excellence in Qatar: Don Ward
Constructing Excellence in Qatar is led by Don Ward, who was CEO of the UK organisation until changing role in 2019 to lead the further expansion of Constructing Excellence internationally. He is Head of Constructing Excellence in Qatar which he set up with joint funding from Ashghal, the Public Works Authority, working closely with the Head of the Ashghal Technical Office, Eng Ahmad al Ansari. Don has worked on best practice in Qatar construction for five years, being based there since early 2018.
He has 35 years’ experience of innovation and best practice in the built environment sector, specialising in policy making, industry change, strategic procurement, supply chain integration, collaborative working and sustainability in housing, buildings and infrastructure. He has provided strategic advice at government and sector level in over 30 different countries and is a popular and engaging conference speaker, workshop facilitator and author.
Don was closely involved with many UK government and industry bodies, including the Construction Leadership Council, the Infrastructure and Projects Authority within the Cabinet Office, and remains secretary to the British Standards Institution (BSI) committee on construction procurement. In 2017 he was awarded an Industrial Fellowship in infrastructure development with the Alliance Manchester Business School of the University of Manchester.
Previous roles include chief executive of Constructing Excellence from 2007 to 2019 and of its sister organisation the European Construction Institute from 2017-19. Before that he was chief executive of the Design Build Foundation and Be (2001-2006) and the Construction Industry Board (1996-2001). His early career was at the UK’s Building Research Establishment (BRE) where he became head of energy efficiency in housing.
